  • REnew Pacific

    DFAT, through Palladium · Pacific · 2025 to present

    Lead environmental advisor. Revised the program’s Environmental and Social Safeguards Framework, designed its cross-country grievance redress mechanism, led its annual safeguards policy review, and assesses grant proposals and partner management plans for compliance across numerous Pacific Island countries.

    Technical review and advice on environmental impact statements assessed by the Queensland Government.

  • Environmental monitoring and approvals

    For an international engineering consultancy · Australia · 2009 to 2015

    Led a team of 12 water scientists delivering monitoring and approvals for water, energy, ports, resources and defence clients, including a desalination plant, port and LNG developments and a new dam.

Assessing how a changing climate affects infrastructure over its working life, and what can be done about it in design.

  • Climate change risk assessments for water and transport infrastructure

    Water utilities and road agencies, Queensland and New South Wales · 2024 to present

    Led assessments for wastewater treatment upgrades, bulk water pipelines and road upgrades, applying ISO 31000 and AS 5334 with climate projections for the 2050s and 2090s. Each assessment was built through risk workshops with the design teams, with the results carried into adaptation measures for design.

    Leading collaborative decision-making among government, industry and community members to improve waterway health in the Wet Tropics.

  • Australian Water Partnership

    Technical Advisory Panel · 2025 to present

    Independent technical advice on water resource management, climate resilience and safeguards for programs across the Indo-Pacific.

  • Reef Regional Partnerships

    Office of the Great Barrier Reef and World Heritage, Queensland Government · 2020, 2022 and 2024

    Assessed the organisational health of the regional partnerships through the What’s our Grade? report cards.

  • Expert witness

    Expert witness on water quality and ecotoxicology in multiple environmental harm prosecutions.

  • Estuarine and Marine Ecosystem Health Monitoring Program

    Managed the program and reported its findings to government and partners.

  • Contaminants in waterways

    National Research Centre for Environmental Toxicology, University of Queensland · 2002 to 2006

    Research on antibiotics and other pharmaceuticals moving from wastewater into waterways, supported by an Australian Research Council Linkage Project.

Training and facilitation

Workshops, courses and plain-language writing that help practitioners and decision-makers work with complex information. Simon has designed and facilitated more than 100 workshops across 15 countries, for governments, development programs, research institutions and community partnerships.

  • Mekong Delta Management course

    Designed and delivered a training course on managing the Mekong Delta.

  • Climate Change Research Activities Synthesis
